Handling of reports might be better if the descriptions would be a little more
precise, additionally some correct terminology (there do not exist character
templates or paragraph templates) and even bit shorter / significant.

It is just so. You did not understand what the issue 18463 states I have
redirected you. Of course you can format a list label independently - but not if
the whole list paragraph (you called it "caption") is either formatted in italic
or bold. In your case "bold" works for individual formatting, because "bold" is
not used for the list paragraph - italic is.

It cannot be implemented everything users wish with the current amount of
development resources. So the community and the developers have to make a
compromise about what is useful and about what is possible with the quite
limited resources. If you do not like a certain functionality, it is at yours to
file an "Enhancement" issue - not everything in OOo is a bug.

For the future, please first refer to the OOo support pages or mailing lists
like us...@openoffice.org to get help or support. And if you and others agreed
that a bug was discovered - come back to issue tracker.
