PDF viewer (or format?) adds a border (1-2 mm) and makes the field itself smaller (shrinking it). The best would be to use the same field size and add no border or just a hairline one (if this is possible in the PDF format). If PDF requires to add a border (or does so implicitely/automatically in the viewer) i would opt to make the field bigger in the format to have the same inner field size as result.
