This issue happens to be fixed through the configmgr re-write on CWS sb111.

With the old configmgr, shared extension configuration data was at a lower layer
than (and thus shadowed by) configuration data from the system backend (which
tries to read from the machine settings like internet proxy data).  This has
changed with the new configmgr, where the shared configuration data wins.
