The spec

defines the following: 

Ruler
Section indents will not be shown in the ruler, because the capability of the
ruler is limited. Otherwise  tables and page borders could not be changed 
anymore.

That's not what the Writer is doing and I think it's also not what makes much 
sense.

The Writer currently shows the object that's the most inner one. 
A section in a table -> the section borders and columns are displayed
A table in a section -> the table borders and columns are displayed

In the current case the borders are set at the section while the columns of the
page are displayed while the borders of the section are set. 

I propose to display the section only if it has columns.
