Regarding comments from originator:
- The instructions as written do work as documented.
- The command line syntax works fine in Windows XP, Vista and 7.
The documentation as written is for administrators not for beginner users. The
Administration documentation should not have to run you through every single
step to get to the Command Prompt in Windows (including clicking on Start).
There are other methods you can use to install extensions for all users, and
this will be added to the documentation (for OSX, Linux, UNIX, and Windows)
