Example:
You have format for date DD/MM/YY
and you would like to put text 2010-02-13 into a cell. It looks like date, and 
let's say for simplicity it is a date.
Ok, you put in the cell, and OOO changes it to 13/02/10. But you didn't want 
that, so you change the cell formating from date to general, user, whatever, 
just not date.
You put again this text, but OOO is not convinced, and changes format of the 
cell again to the date.

Please: if user say it is a text cell, accept it. Don't change user input 
because you know better.
