Taking the perspective from the ODF side makes somehow the difference.
If you have an ODF document (which a sub document of a master document would
be), the storing of additional information at the first numbered list about its
restarting properties is completely redundant in case that restart value is not
given. OOo could nevertheless store this information, but other ODF supporting
applications does not have to do it. Thus, OOo have to handle not only documents
created by OOo correctly.
