In Open Office v.3.2.0 Spreadsheet (and Writer as well) : When inserting an URL 
containing many times the following string "%23" - Here's an example :

When applying, the first occurence of "%23" is replaced by "#" into Open Office.
It gives exactly :

So when clicking on the link, the browser gets "#" instead of the first 
occurence of "%23"
So, instead of the desired web page, an error message appears on the browser 
telling something like : "The mode parameter (bgcolor) isn't correct. Type a 
colour with hexadecimal format like #FF0000"
(my browser tels it in french)

So Open Office systematically replaces only the first occurence of "%23" (HTML 
format) by its correspondance in ASCII format "#".
