I cannot reproduce this. Template will be updated without any error message.
Maybe your config folder is damaged. also, Win 98 is not supported anymore.
Content changes cannot shadow through the template hierarchy. Only changed
styles. If you change text of a template and then text of the base template...
would end in a total chaos...
