It is not enough that the default CTL language is RTL; for many Hebrew users (yours truly included), the default CTL language is Hebrew, but the UI language is still English, the spreadsheets are LTR by default, and that's the way we like them. It is true that if the UI language is set to Hebrew (or any other RTL language), the sheets should default to RTL as well. But the default CTL language is too weak of an indication.
