Then set restart numbering on the second heading. Its number will be "1.". Then set continue previous numbering for the same heading. It will now have the number that follows the number of the last list item instead of the first heading. The numbering of the second heading will also take over the numbering style of the list. The ODF-spec says you can only continue numbering from a preceding element if the list style is the same, which is not the case here.
