It' not sufficient that the file is available, it also must be checked that it's not defect and that the server is not overloaded. I just teste download of "OOo_3.1.1_LinuxIntel_install_en-US.tar.gz" from <http://ftp.cse.yzu.edu.tw/pub/openoffice/stable/3.1.1/>.
