I confirm Tracey's report: it is a defect, indeed, but the title of this issue
is a little bit misleading (should be something like "font color icon doesn't
behave as expected").
The font color icon is a two part icon: one for the icon itself, and one for the
triangle that calls the palette.
If you click on the icon itself, nothing happens: this can't be as designed.
So whether you have a one part icon, that calls the palette (just like
Background color) - that's limited functionnality, but at least it's logical ; 
or you have a two part icon, that works just like in Writer (and that would be
nice).
