oops, messed up the description:
list numbering is indeed copied, the problem is with outline numbering.

discussion with od revealed the most likely reason:
when copying the selected content to the clipboard document, the outline
numbering rule is not copied, so the clipboard document has the default outline
numbering rule, which leaves headings un-numbered.
this is not a problem when pasting into a writer document, but it is a problem
when pasting as plain text.
