The leading ' in front of a number shows that this number contents in a number formatting cell should be treated as a text string. If you insert formula "=A2+1" somewhere in your ex.ods, you will see that result will be "1" and not "7380", because until 3.1.1 OOo treats string contents as "0" in a formula.
