Perhaps it's not as simple as using the wheel ? switchToWorkarea gets only called when showing a window ( see e.g. issue 109544 ), so perhaps your cursor movement caused a window to appear ? I tried that with the table toolbar as well as writer's current page tooltip, but both did not produce the described problem.
