I confirm with OOo320m12 and DEV300m70 on WindowsXPsp3, other steps to 
reproduce :

- create a chart
- change the color of the axis from default grey to black
- save and close file
- re-open file
- right-clic on chart > Edit :
the axis color of chart is reverted (from
black) to the default grey color. 

Change OS to All ?
