The attached LoggingOptions.xcs wants to extend the existing template
org.openoffice.Office.Logging:LoggerSettings by adding additional members to an
extensible group nested within the template.  The old configmgr implementation
apparently supported this, the new implementation does not (yet).

(As already noted, .xcu files that have <oor:node> as root element, attached
Restrict-Commands.xcu, Addons.xcu, are invalid.  The old configmgr
implementation apparently accepted them by mistake.)
