Issue OFFICE-2511 in OASIS' issue tracking system requests to clarify the format
of the "form:min-value" and "form:max-value" attributes for date and time 
fields.

OpenOffice.org currently writes the values of those attributes in a rather weird
format, derived from some internal VCL representation. We certainly do not want
this internal VCL representation to become a part of ODF 1.2, so the only
sensible solution to OFFICE-2511 is to use ISO notation for date and time.
Consequently, OOo's implementation needs to be adjusted to read/write this ISO
notation, too.
