The current behavior is correct:
As specified the illustration number is prefixed by the numbering label
separated by a dot of the chapter the illustration is in. The second set of
illustration are in chapter "Or did the steps behind him mean that one of many
law officers in town was on to him and just waiting to pounce and snap those
cuffs on his wrists?" which has no numbering label. Thus, the prefix for
illustration numbers is empty.

If you set the outline level of a paragraph to something different from "Body
text" the paragraph becomes a heading on the given outline level. A heading
starts a chapter on this outline level.

Apply a numbering to heading "Or did the steps behind him mean that one of many
law officers in town was on to him and just waiting to pounce and snap those
cuffs on his wrists?" and update the fields. You will see that the corresponding
illustration numbers will also update.

Thus, resolving this issue a INVALID.
