This is a request for the following feature: if a table of contents appears in
the document, then while editing an html document, or during the "export to
html", allow for the creation of a separate table of contents frame. The final
html document would then allow the reader to view and click on the table of
contents while reading anywhere in the document. This is essentially a request
to implement the feature appearing in Microsoft Word  2002, which can be seen by
clicking Format->Frames->Table of Contents in Frame.
