I have faced exactly this issue with new macros recorded in 1.9.79 (keystrokes
show as assigned but do not work).

This is particularly important to me because I often need to type in French
using a USA keyboard, and use macros to type the accented characters. (If there
is an easier way to do this, please let me know in a comment here, as I haven't
found it -- going to the special-characters list each time isn't workable!) I
have gotten the macros to work by adding them as new custom dropdown menu items,
so it looks like a keystroke issue.

Ideally, if macro code is being opened up, it would be nice to have multi-key
macros like the competition has -- that way Ctrl-, C gives you c-cedilla,
Ctrl-` U gives you U-grave, Ctrl-` E gives you E-grave, etc. it looks like
only single-key macros are available, which makes it harder to come up with a
nice way of representing e-aigu, e-grave, and e-circonflex. Thanks!
