An accessible user installation is a mandatory requirement to use OOo. The error message itself is irritating and doesn't provide any useful information to solve the problem. Unfortunately this error message is displayed when the start up process is in a early stage. Therefore most messages are hard-coded into the source code as we cannot access the language-dependent resource system.
