Check "Tools - Options - OpenOffice.org Writer - Compatibility - Tools - Add
paragraph and table spacing at tops of pages (in current document)".
Now you can set the correct spacing above paragraph which will be the same in
sub or master doc.
In a master doument, there are no page break (blue line) inherited from the sub
doc. This mean the subdoc doesn't applies the spacing of "0,40cm above" when
there is a page break but does it in a master document because there is no page
break, so le'ts say, no top of page.
