If more than one spreadsheet document is open, and the focus is changed between documents, the detached tool bar "bounces" around the screen, maintaining its position relative to the document currently in focus. This becomes very distracting if one consults several documents at the same time, often hiding important information. If a detached tool bar were displayed absolutely (relative to the screen), it would not move when one changes focus between spreadsheet documents. Thus the request for this option. Preferably the option would be accessible from inside the tool bar, via the downward arrow.
