All I can say is that we currently get windows install sets where 'normal' is OK but 'download' is '*download_witherror', although the pack process ends with exit status 0. There are several code snippets which seem suspicious to me. - make_download.pl does not react on success==0 if ( $installer::globals::dosign ) is not set (see line 74-124).
