What do you mean with "how should it be changed"? Can you influence the Gnumeric
clipboard/export? I don't know if this makes sens but placing this as "meta
content" may be a solution.
Else, to avoid HTML comment in OOo, the only solution is to paste "without
comments" (unformatted text works also but you certainly don't want to loose the
whole formatting :) )
It seems to be something that we cannot influence at OOo level anyway -> closing
