That won't work for various reasons:

a) The applications core implementations usually do not work with locales (they
are not unique even for a single language/country combination), they use 16bit
integers. 

b) From the UI point of view it is not sufficient enough to provide just the
locale, a UI string e.g. "English (Jamaica)" is also needed. And that UI string
needs to be localized to every single language the office is build in. Thus the
configuration entry would be required to provide all of them, or at the very
least translations for those installation languages where the dictionary is
likely to be used with.
Also it would be impossible to guarantee that different extensions that provide
the same locales will have exactly the same UI strings for those locale. But
anything else would be troublesome.

invalid.

tl->elypter: However if you need OOO to support a specific language just file an
individual issue for each language. Usually that can be implemented!

There some cases however where it can not be done, namely if no ISO language
code is available for that language or if you need to address a specific
variant, e.g. if you want to difference between before and after a spelling
reform was applied.
