Custom regional options are defined in Windows: OS decimal separator is "." because it is usual for documents i work with. In OpenOffice checkbox "Параметры - Настройки языка - Языки - Из настроек ОС" (direct translation is "Options - Language settings - Languages - From OS settings") is switched on.
