I can reproduce it in OpenOffice.org 3.2 on Ubuntu Linux 10.04 and in OpenOffice.org 3.2.1 on Windows XP (both 32-bit). To me, it looks as if the combination of a note and a page break makes Writer misinterpret mouse coordinates in the left-hand quarter of the page. For me, right-clicking is also affected. When I right-click to get the context menu, the settings in that menu are the ones for header line (which is to be expected, as the cursor has jumped already). But the position of the context menu is where I actually clicked.
