However, such extensions could contain resources which are needed by other extensions. Those could obtain the location of the extension by using the package information provider or using the extension manager service an load the resources from the installed extension. If, however, an extension cannot be registered, then the extension manager cannot determine if an extension was disabled. Currently a user extension is regarded as disabled if there is an extension in the user repository which is not registered.
