The request is for Writer's line numbering to count only paragraphs and not wrapped lines that are part of the same paragraph. I guess the option would look similar to the current Tools > Line Numbering > Count > Blank lines, but would be ... Count > Wrapped lines. This would be used for something like a code sample, where a line wrapped because of it's length is still part of the same source line.
