Cell formatting is a subset of the programming task. It appears that a formatting utility can be written and added to the existing list of formatting types. The various modulo 3 algorithms presented here are okay, but the tough step is incorporating them into the source code for cell formatting. Sorry, but I didn't actually probe as far into the source as I'd need to to answer the specifics of how to do this. Second, I agree that this request 5930 is two issues - numerical engineering format (modulo 3 exponents) and the scientific character nomenclature - the SI/MKSA units.
