Just added my two votes for this (although I really care more about being able 
to set a default date formant than the separator, which doesn't affect me).

Don't ignore Linux. I want the settings from MY locale used (I have patched 
glibc with custom changes and recompiled). Why shouldn't we be able to set date 
formats and separators, as well.

It is insane that this hasn't been fixed after all of these years.

Thirty days seems high, but why can't you (for example), get Google Summer of 
Code project for this (there are probably plenty of people in Google affected 
by this, so I imagine they would be very happy to approve it :) ).
