It's actually %USERPROFILE%\Templates\soffice.odt. I've confirmed that works as a per-user override. However, note that on Windows 7, this is a junction point to your roaming profile directory, and I seem to be unable to just type %USERPROFILE%\Templates into the "Run" box, or browse to it in Explorer.
