When choosing a font for glyph fallback there are many candidate fonts that do 
the job. Deciding which 
one to use is tricky. One of the heuristics was that if two candidates are 
otherwise equal then the font that 
is enumerated first by the system should win. With some systems enumerating 
them pseudo-randomly 
(e.g. they could enumerated directly from a hashmap) and the quality of the 
hand-crafted list of fallback 
candidates already being quite good, the mentioned heuristic is no longer 
needed.
