This has (not quite) worked in the past because OOo implemented copies by actually printing a page multiple times instead of telling the driver to do copies, but is not the behavior I'd expect of a PDF printer in the first place (what good would five identical pages in a PDF be ?). Regarding the HP400TN: if it doesn't work when printing from acrobat reader either, I'd say that is a driver problem. All I can say that 2 copies work exactly as expected, collated or not collated, on the two printer available to me (Xerox DocuPrint N24 and Xerox WorkCentre 232).
