It looks like the problem is with the index-marks.  I notice that this
problem-document has many repeated instances (like 17 repeats) of 

<text:alphabetical-index-mark text:string-value="Membership Officer"/> 

before an index-entry word. (I hope that I entered that string correctly for
this bug system; I avoided using the less-than/greater-than characters, and used
the HTML codes).

By unzipping the .odt and deleting all references to alphabetical-index-mark
(and associated template XML tags), the (full length) document now opens in OOo
3.2.1 (with a warning). I will test 3.2.0 ASAP.

I will continue to watch the issue-tracker for this issue and help if I can, but
my handbook project can now continue in 3.2.x.  Because the fixing of this issue
is no longer of personal-advantage to me, I feel free to recommend that this
might be a higher priority than P3.  If even a few users are unable to open even
a few existing-documents after an upgrade, that can severely damage the
reputation and adoption of OOo.  It can also instill a resistance to perform
upgrades, leading to a large installed base of un-upgraded OOo.
