Please try OOO330_m2 (CWS tl81 integrated),
and have a look at issue 112179 "Linguistic: Wrong dictionary when adding words
from context menu".

That works (for me) in OOO330_m2:
e.g. an user-defined dictionary ("test_3.dic", Language: [All]) as follows, 
created by (right-click) context menu.
