This is reproducible on OSX for all non-ASCII filenames, including Chinese and 
French.

For example, vidéos.odt will become vid%E9os.odt when saving in OOo. After 
renaming it to vidéos.odt in 
Finder, OOo can no longer open it. 

This is a major issue and still occurs in OOo 3.2.1. The solution is probably 
to use the 16bit unicode 
filesystem API instead of the 8bit compatibility functions when handling 
filesystem paths.
