It works as designed but not as expected. The expected behavior is, that date and time is detected as numbers, just like older Ooo-Versions and also Excel did. Usually Series of mesurements are written with time stamps to csv-files. To get xy-charts in Calc, it is necessary that date and time has number format. So please set "Detect special numbers" as default and change the new option to "Detect special numbers as text".
