I see this only on the Vista/7 native picker, no problem on gtk, mac or the generic OOo picker. The file picker implementations (or framework) seems to have a protection against opening more than one instance per frame, which in the vista/7 case is not working. Since the dispatch of two open URLs can happen in other scenarios than the StartCenter "Open" button, I think the correct fix would be to fix the Vista/7 picker itself. E.g. you get the same 2 pickers by pressing "Ctrl-O" two times fast enough.
