Here are the steps to reproduce this issue: 1) Create a new ODT document 2) Create a page break 3) Set the page style of the first page to "First page" (the second page style is "Standard") 4) Create two headers and two footers: first page header, first page footer, standard page header, standard page footer 5) Save the document as a RTF document In the generated RTF document, the headers are correctly managed, but not the footers!
