I reproduced it on all 3.1.X and 3.2.X versions of OpenOffice, including the 
stable OpenOffice 3.2.1.

Here are the steps to reproduce this issue:
1) Create a new ODT document
2) Create a page break
3) Set the page style of the first page to "First page" (the second page style 
is "Standard")
4) Create two headers and two footers: first page header, first page footer, 
standard page header, standard page footer
5) Save the document as a RTF document

In the generated RTF document, the headers are correctly managed, but not the 
footers!
The first page has no footer and the standard pages have the first page footer.
