The default paper size depends on the locale (environment) on which OOo is
installed.
(I get Letter when locale in en_US and A4 when in de_DE, so "worksforme")
While printing, it depends on the printer settings.
In document you can set the paper size under "Format - Page" or a you said use a
default template.
