It seems to be linked to the "Styles and Formatting" dialog. If that dialog is open, then just passing the mouse from one side to the other pops all the OOo windows into the foreground, thus frustrating any attempts to click on smaller dialogs. This impacts productivity in all programs on the computer, not just OOo, as long as OOo is open. Maybe a relatively quick fix: could there be an option of docking the "Styles and Formatting" window somewhere (a toolbar or sidebar, for instance)?
