Vlado has donated his work to TeX and other projects. That sentence about all
rights reserved and free for non-commercial use can be understood that his
primary work was as such. His work was then changed in many ways and is even
today maintained under the TeX project, also the latest version of OOo
hyphenation patterns was made from the latest file in the TeX repository (after
I found out that TeX patterns as such cannot be directly used in OOo as many
languages now do and that they need to be properly converted and I also
published a dedicated page about this on the OOo wiki).
The actual maintainer is Mojca Miklavec and she even proposed to include some
other page and add her name as maintainer, she has been doing that work for some
years now.
