After further thought and reading, I've come to the conclusion that it is a
question of network maintenance to synchronize the time of the participating
machines. Otherwise one could never make use of file attributes such as ctime
and mtime. The application should however behave gracefully if the time values
are far off the expectation. 

The worst which can happen to the users office is that new bundled and share
extensions are not recognized or there are remnants (for example menu entries,
help) of removed extensions. This can be fixed by the user by running 
unopkg reinstall --bundled
unopkg reinstall --shared

or removing the folders
extensions/bundled
extesnions/shared

from the user installation.
