No, it is an OOo problem.

In ODF part 1 chapter 20.221 the attribut "fo:wrap-option" is defined with
reference to ยง7.15.13 [XSL] which is: 
[XSL]   Sharon Adler, et al., Extensible Stylesheet Language (XSL),
http://www.w3.org/TR/2001/REC-xsl-20011015/, W3C, 2001.

Looking there, you read, that the initial value is "wrap". Because the attached
document has not set the wrap attribute explicitly and the parent style
"standard" also has not set it, this initial value has to be used.
