This is entirely different from issue 5930 which deals with limiting exponent
values to multiples of 3 -- a "tradition" or "convention," but not actually part
of a formal standard.  The ISO and ANSI standards differentiate display formats
for metric and non-metric (Imperial or American) values.  Non-metric values use
no leading zero for values between -1 and +1 and have a tolerance value assigned
according to the number of decimal places used.  Metric values use a leading
zero for values between -1 and +1 and do not use trailing zeros.  Tolerances are
always assigned through other means.
