It is a fundamental typographical practice that the first text on a page should
be flush with the top of the frame it is set into (look at any professionally
set book or other publication). Writer violates this practice when
"Paragraph->Indents & Spacing->Spacing->Above Paragraph" is set to anything
other than 0 (zero). While it works fine when a paragraph starts in the middle
of a page, if it happens to start at the beginning of a page or frame, then the
specified whitespace is included before the paragraph at the top of the page or
frame, when it should instead be suppressed. Ideally, an option could be
provided to override such a default behaviour and provide backwards (broken, in
my opinion) compatibility, but a modern word processor for use in professional
environments should render vertical spacing properly. While this is a similar
issue to 67690 in terms of its visible effects on the final document, it is a
different problem altogether -- in this case it's rendering the paragraph
without any space above it when it's at the top of a page/frame, where issue
67690 would require suppressing entire paragraphs (including their content and
space above and below) when they only contained whitespace.
